Specialised Software Systems for Primary Health Care

Projects in cooperation with H.D.Y.K.A.

1. e-Appointments and Back Office for Healthcare Facilities

The company has designed and implemented a fully functional back-office environment for healthcare facilities nationwide to manage H.D.Y.K.A. electronic appointments (e-Appointments), i.e. the single database in which all medical appointments are registered and to which citizens have free access. In this environment, healthcare facilities register physicians, clinics and outpatient units, create operating schedules, record exceptions and manage appointment booking, both for medical visits and for blood tests and imaging examinations. In parallel, the company provides ongoing technical support to the vendors of the healthcare facilities’ software, so that hospital appointments interoperate with the central platform.

The platform has been expanded gradually: the new, user-friendly environment went live on 6/4/2022, followed by physicians contracted with EOPYY (1/4/2025) and the public hospitals of the National Health System (1/10/2025). According to H.D.Y.K.A. data (2025), the system has managed more than 85 million appointments for approximately 6.5 million citizens.

2. FindDoctors Platform

The company has developed the FindDoctors platform (finddoctors.gov.gr), the Citizens’ Digital Appointment System, through which every citizen can search for and book appointments at all healthcare facilities in the country. The citizen selects a geographic area and then a public facility (hospital, Health Centre, TOMY, Local Medical Office) or a private physician certified in the e-Prescription System, applying the criteria of interest, such as specialty or physician. They receive an SMS confirmation, can change or cancel the appointment up to the previous day and can view the list of their appointments.

Since 1/10/2025, appointments for the outpatient clinics of public hospitals are published exclusively on the H.D.Y.K.A. platform and can also be booked through the myHealth app and the free 1566 helpline. The platform thus serves as a single point of access to health services and increases transparency regarding their availability.

3. Primary Health Care Website

The company has created the Primary Health Care website for citizens, which is their first digital point of contact with the National Health System and acts as a health advisor and navigator. Through it, citizens can register with a personal physician, declare the details required for their paperless prescribing, book and manage their appointments and stay informed about general information that concerns them. These services are gathered in one place, so that citizens do not need to know which application or facility serves each of their needs.

4. Personal Physician Scheme and Referrals

The company contributes substantially to the implementation of the personal physician scheme, the citizen’s first point of contact with the public health system, which provides comprehensive and continuous care aimed at prevention and health promotion. It covers all available registration channels: online registration by citizens themselves, in-person registration at the facility or with the physician and, since September 2022, registration through pharmacies. It provides physicians (of the National Health System, the Local Health Teams and those contracted with EOPYY) with appointment and visit management tools, interoperable with the Electronic Health Record and e-Prescription.

It also enables physicians to issue referrals to specialist physicians, public secondary and tertiary care facilities and EOPYY-contracted providers, contributing decisively to the proper functioning of primary care and the promotion of public health. According to available data, approximately 5.2 million citizens are registered with 5.390 personal physicians.

5. Certificate Issuing Platforms

The company provides a platform for issuing medical certificates, as well as a platform for issuing certificates under the “Neighbourhood Nannies” programme, supporting the digital and standardised processing of the related procedures.

6. Platform for the Administration of Antiviral and Monoclonal Drugs against COVID-19

During the pandemic, the company developed a platform for requesting the administration of antiviral and monoclonal drugs to COVID-19 patients. The physician submitted the request through the e-Prescription System, subject to a positive test (PCR or rapid test), and the competent Application Review Committee approved or rejected it on the same day or by noon of the following day, based on prioritisation criteria and the order of submission. Patient and physician were notified by SMS. The platform contributed to the timely and organised availability of treatment during a critical period for public health.

7. Secondary Use of Health Data

The company contributes decisively to the secondary use of health data, i.e. their use for purposes beyond the direct provision of care, such as policy planning, research and system improvement. It provides statistics on all data generated by the processes of its platforms (appointments, personal physician registrations, prevention actions). These data are used for the more efficient operation of the health system, as well as for the design and formulation of evidence-based health policies.

This approach is aligned with the H.D.Y.K.A. initiative for the use of health data in the Government Health Sector Cloud (H-Cloud) and with the European Health Data Space (EHDS), which regulates their primary and secondary use.

8. Positive Drug List

The Positive List is the list of reimbursable prescription medicines (Article 12, Law 3816/2010), which is approved by ministerial decision and incorporated into the e-Prescription System. The company has contributed to the creation of the country’s Positive Drug List, simplifying the processes for its creation and maintenance, so that its changes are reflected promptly in e-Prescription.

9. Back-Office Environments for Private and EOPYY-Contracted Physicians

The company provides specialised back-office environments for both private physicians and physicians contracted with EOPYY. These environments perform all the checks required for the secure processing of transactions with the organisation. Daily user support is provided for every issue that arises.

10. Preventive Medicine

The company is part of the preventive medicine actions implemented in recent years under the National Prevention Programme “Prolamvano”, which offers free screening (among others for breast, colorectal and cervical cancer and for cardiovascular risk). Statistics are also extracted through a business intelligence system, for the benefit of the bodies involved and the monitoring of citizen participation.

11. KEPA Medical Files Environment

The company provides an environment for retrieving and completing the benefit recommendation files of the Disability Certification Centres (KEPA) based on the application number. The citizen submits an application on the National Disability Portal and the treating physician retrieves the application and completes the file electronically, entering all the necessary details and characteristics. Once the file is completed, the data are forwarded to KEPA for the issuance of the Disability Certification Result Notification (GA.P.A.), the citizen is informed, and the National Electronic Health Record is updated each time a file is prepared. According to available data, approximately 1.24 million recommendation files have been completed for approximately 490 thousand citizens.
